Yes. With the ABAP option, you get a developer key and full Access to the ABAP Workbench (SE80) for your own programs, reports, and enhancements (a small additional fee applies for the developer ID, as SAP charges for it). You'll work with extensive authorizations for all module and customizing transactions – excluding user and basis/system administration. Full admin/basis rights are available on a private server.

Access is via the internet using the free SAP GUI (version 7 or higher). On Mac, you'll use the SAP Java GUI, and on mobile (iPhone/iPad), the SAP Fiori Client. The systems are multilingual (German, English, Spanish, French – selectable on the login screen). If you don't have SAP GUI yet, you'll receive a download link and instructions via email. (In corporate networks, SAP Router port 3299 may need to be enabled.)

With aprivate Access(your own tenant or dedicated server), your configurations, master data, and developments arepreserved for the entire duration of your subscription—no one else can access or overwrite them. ThePublic Useraccount is a shared system used by multiple users and is reset regularly; for permanently protected, proprietary data, we recommend a private Access.

That depends on the Access type: Transports aren't possible on shared public Access. In a private client, configuration-transports might be feasible (after review), but ABAP-transports are not, as ABAP objects have a server-wide effect. On a dedicated private server, you can import/export any transports and work with full rights. For your own namespace, you'll need your own SAP S-User.
